Multiple Assistance Center, Eureka, CA
2006 Winner
Type: Housing; Health Access; Homelessness; Employment Assistance.

The Multiple Assistance Center (MAC) provides a long-term solution to homelessness in Eureka through an innovative program that offers housing, training, healthcare and support services at a single facility. The MAC provides on-site specialized care with on-site transitional housing and multiple step programs that transition participants to stable employment, permanent housing and self-sufficiency. The City of Eureka, Humboldt County, the Eureka City School District and numerous community agencies collaborate to make the MAC possible. Judges were impressed with the creativity Eureka showed in addressing a difficult to serve population and the extent of the collaboration which contributes to the likelihood of sustainability for the long term.

Orange Avenue Area Revitalization, Porterville, CA
2006 Winner
Type: Urban Renewal; Revitalization: Housing: School Facility: Community Center.

The Orange Avenue Area was one of the Porterville’s oldest and poorest neighborhoods with decaying buildings, rotting infrastructure and deep-seated poverty. The city forged partnerships with the Porterville Unified Schools District and affordable housing developers and combined funding from 13 different local state federal and private sources. The results are a new elementary school, a community center, reconstruction of Orange Avenue, completion of a once-failed subdivision and new affordable housing choices. Judges were impressed with the persistence of the partners in pursing the project for 9 years from inception to completion, the strength of the collaboration, the complexity of the problems they were addressing and the wise use of the Redevelopment Agency.

Workforce Opportunity Matrix , San Bernardino County
2006 Winner
Type: Workforce Development; Collaborative Planning; Training.

The Workforce Opportunity Matrix tracks demand occupations and jobs that continually go unfilled. It also tracks trainers who offer technical training in San Bernardino County. The Matrix was developed by the Alliance for Education -- a collaboration of local government, educators and, business leaders working together. The Alliance works to provide training for the workforce needed today, and to grow the workforce that will be need in our future. In just over one year use of the Matrix has helped facilitate the training of nearly 300 workers for demand occupations in San Bernardino County. The judging panel was impressed with the creative solution to a ubiquitous problem and the extent of the collaboration that developed the Matrix. They saw this as a project that could be replicated in other counties. See the matrix at www.sbcounty.gov/

Senior Government Day Program, Beaumont, CA
2006 Winner
Type: Youth Development; Career Development

The Senior Government Day program has been an annual event since 2003 that provides high school seniors with an opportunity to learn about careers in local government in a creative and engaging manner. The city, police department, fire department, community services department, library, local hospital, local college, transit district and school district collaborate to make the event possible. Positive results include more young people pursuing careers in local government, an increase in voter registration and two new ROP classes in fire science and law enforcement. The judging panel was impressed with the innovate approach to the event, the extent of the collaboration and the direct results of the program. One member of the panel noted that he had chosen a career in local government because of a similar experience in his youth.
