The award was given to the City of Lincoln for its collaborative program with the Western Placer County School District. The collaboration is jointly building and operating several public facilities including a public library, public schools, recreational areas and a joint use city hall/school district administration building. The existence of the collaboration paved the way for the Zebra Project through which high school students who are preparing for careers in construction participate in building affordable housing.

Shasta County received a 2005 CCS Partnership Award for its program, Shasta Schools-Public Health Partnership for Health and Education. To address the obesity epidemic, Shasta County Public Health implemented nutrition and physical activity partnerships with schools throughout the county.

Type: Recycling; Waste Reduction; Education; AB 939
Recycling Education in Schools, A Cooperative Approach — Recycling Education in Schools was designed to address the requirements of AB 939 that counties both reduce waste by 50% and implement a meaningful and effective recycling education program in schools. The program included a contest for school children, new beverage recycling receptacles at all school sites, engaging the high school Earth Club educate fellow students and additional educational outreach throughout the year by the Waste Management Department.

Type: After School Program
The After School Consortium brings together 25 school district, local government and over 40 community –based organizations to provide before and after school service to over 41,000 students annually at 293 school sites. Consortium has achieved an economy of scale, created a consistent delivery system and galvanized it political will. This collaborative approach has brought in $37 million annually in CDE funds and $15 million annually in matching funds. The results for students are outstanding.

The Imperial Valley Regional Occupation Program received a 2005 CCS Partnership Award for its Project ACE Accessing Careers through Education. The ACE Project is a collaboration of the Imperial Valley Regional Occupational Program, the Imperial County Department of Social Services and the Imperial Valley College. ACE addresses the many obstacles faced by foster youth transitioning from adolescence to adulthood by creating a comprehensive set of services the program that develop academic, personal and life skills that will lead to successful self-sufficient adulthood.
